The difference is that Dany actually not even TRY to solve this situation. She focuses on those deaths taking it like a personal attack and she keep trying to solve the symptom completely avoiding the source of the problem.
That’s what it makes her such a bad ruler. If she tried and failed then your argument would be valid: she didn’t even try.
Everything she did in adwd was just a populist act to look good and merciful ignoring the real problem.
You don’t rule by deciding if that goat belongs to that man or that other woman. You rule trying to face the economy problems.
